Explanation/Justification

(1) The HOUSING rate is based on the average on-campus apartment rate for graduate students = $950 per month, plus $102 per month for utilities.

(2) The BOARD rate is based on the USDA’s Measuring Food Security in the United States, 2009 Report, and considers inflation rate of .03 percent each year (2010, 2011). Based on the Liberal Plan average for males and females between the ages of 19 and 50 ($76.10 and $68 respectively) for an average of $72 per week for groceries @ 33 weeks = 9.75 months; @28 weeks for 8.5 months, @ 52 weeks for 12 months and 24 weeks for 8 months. Calculation for housing and board for students living with a parent or relative is based on 25 percent of the off campus allocation.

(3) The PERSONAL allowance is based on previous Justification documentation 2009-10 AY which utilized components from the Bureau of Labor Statistics Consumer Expenditure Report, 2007. Updated using 2009 report figures plus consideration for cost of living increase of .03 per year.

(4) The TRANSPORTATION allowance is based on IRS 2011 Standard Mileage Rate of $0.51 per mile.
